4:02 pm	ПОЕЗДА БУДУТ КУРСИРОВАТЬ ПО НОВОМУ ГРАФИКУ С 27 мая на «Укрзализнице» начнёт действовать новый график движения поездов на 2012/2013 годы. Он рассчитан для 298 пар составов, из которых 156 – внутреннего сообщения, 125 – со странами СНГ и 17 – с европейскими странами. Для обеспечения перевозок подготовлено 4,6 тысяч вагонов, из них почти две тысячи с системой кондиционирования. Кроме того, сформировано девять специальных поездов для перевозки детей, организованных групп пассажиров и болельщиков на чемпионат Европы по футболу. На основных направлениях будут сконцентрированы пассажирские поезда дневного сообщения, в том числе и скоростные. Поезда Hyundai категории «Интерсити (+)» будут курсировать со скоростью 160 километров в час на следующих направлениях: Киев-Львов – три пары, Киев-Харьков – три пары и Киев-Донецк – две пары. Движение поездов Skoda предусмотрено на направлениях: Харьков-Донецк, Харьков-Днепропетровск, Днепропетровск-Донецк, Донецк-Луганск и Донецк-Мариуполь. (Comment on this)
12:27 pm	ChernomorNeftegaz to increase gas production in Black Sea shelf By Svetlana Sytina The Ukrainian Times Two modern drilling platforms, which are designed for deep-sea prospecting for mineral resources, will be installed in the Ukrainian part of the Black Sea shelf. According to representatives of ChernomorNeftegaz that bought the platforms, the company plans to drill 77 wells by 2015, including 16 well this year alone. After the new drilling rigs enter service, the additional production of natural gas is supposed to amount to three billion cubic meters per year. A trend towards a switchover to oil and gas production in a sea shelf is characteristic of world practice. In 2010 more than 50% of the world reserves of oil and gas were produced in the sea. Only 5% of the Black Sea shelf has been developed to date, while its deep-sea deposits were little explored. (Comment on this)

10:11 am	ТЕХНОЛОГИИ БУРЕНИЯ НОВЫЕ ТЕХНОЛОГИИ БУРЕНИЯ СВЕРХГЛУБОКИХ, НАПРАВЛЕННЫХ СКВАЖИН ДЛЯ ДЕГАЗАЦИИ ШАХТНЫХ ПОЛЕЙ, ДОБЫЧИ МЕТАНА И СЛАНЦЕВОГО ГАЗА Учёные Института механики Национальной академии наук Украины разработали высокоэффективные технологии бурения наклонно-направленных и горизонтальных скважин в углесодержащих, сланцевых породах и шельфовых зонах морских акваторий путём моделирования процессов функционирования с учётом выявленных недостатков траектории и параметров бурения. По сравнению с существующими украинскими и зарубежными аналогами, основными преимуществами этих разработок являются: прогнозирование условий работы бурильных колонн, предотвращение возможных усложнений и аварий, выбор траектории скважин и оптимальных рецептур буровых растворов. Зарубежные компании, имеющие сравнительно высокий уровень выполнения буровых работ, такие как Chevron, Shell, Vanco, Exxon Mobil, Halliburton, Petrobras, Occidental Oil and Gas Corporation, Shell Brasil Ltd., Роснефть, British Petroleum, Schlumberger, Petro-Canada и Amaco Production Co., свой подход к проектированию нефте- и газовых скважин, а также технологий их проходки основывают на приобретённом опыте. Такой подход становится малоэффективным во время проходки глубоких и протяжённых криволинейных скважин новых конструкций, т.к. пока ещё не накоплен достаточно большой опыт их разработки. Мировая статистика свидетельствует, что аварийность при прохождении таких скважин достигает 35%. В значительной степени она связана с информационной неопределённостью условий бурения скважин, а также отсутствием надёжных и эффективных методов компьютерного моделирования технологических процессов. В акваториях морей Украины найдены богатые залежи углеводородного топлива на глубинах шесть километров и ниже. Большая часть этих запасов сосредоточена в шельфовых зонах акваторий. Для их добычи эффективными являются только наклонно-направленные и горизонтальные скважины, технологии бурения которых украинские учёные предлагают буровым компаниям. Sytin The Ukrainian Times Promisingly, 31% of foreign investors, who are working in Ukraine, intend to pump additional funds into the development of their business. These results of the study of a business climate in this country have been announced by Alexander Klimenko, head of the State Taxation Service, and Yevgeni Kopatko, founder of the Research & Branding Group, at the press conference. According to Mr. Klimenko, after summing up the results of condition of the business climate, it is possible to plan further steps towards the improvement of Ukraine’s image in the eyes of other investors who are waiting in the wings. Today it is difficult to find investment opportunities that will make money in this country. However, as Winston Churchill put it, a pessimist sees the difficulty in every opportunity; an optimist sees the opportunity in every difficulty. And you do not have to have a Ph.D. in economics to realize that if companies are going to grow, they need to invest in research and development, constantly looking for new opportunities. 4:39 pm	Institute of Mechanics pursues researches to put them into engineering practice The S.P. Timoshenko Institute of Mechanics, which is the first scientific institution of technical type under the National Academy of Sciences of Ukraine (NASU), was founded in Kiev in 1918. During all the years of formation and development, Institute’s activity has been directed to elaboration of the fundamental problems of mechanics, training of highly skilled personnel, generalization of the results of scientific research and their transfer to engineering practice as well as to participation in solving national economic tasks and strengthening of the defense capability of this country. The universal test machines, which were created by pilot facilities of the Institute, are successfully working in enterprises, being used for research on strength characteristics of materials and structural elements. According to Alexander Guz, NASU member and since 1976 director of the S.P. Timoshenko Institute of Mechanics, mechanics as a science is specific in that it is one of the most important fundamental sciences and the problems it deals with are topical for engineering. To represent practical human activity, mechanics can be broken down into such trends as space flight mechanics, building mechanics, biomechanics and human mechanics, among others. The results related to mechanics of composites and nanocomposites, which have been achieved by scientists of the Institute, are recognized by the world scientific community. Moreover, the monograph “Mechanics of Composites” in 12 volumes is unique in world literature in consideration of this scientific trend. Research workers of the Institute also take pride in the international scientific journal Prikladnaya Mekhanika established in 1955. At present, the journal is published by SPRINGER in English under the title of International Applied Mechanics and it is one of the world’s top ten journals about mechanics. Currently, 15 departments of the Institute are conducting research along the five lines of a fundamental character: mechanics of composite and inhomogeneous media, including mechanics of nanocomposites; mechanics of thin-walled shell systems; mechanics of coupled fields in materials and structural members; fracture and fatigue mechanics; dynamics and stability of motion of mechanical systems. 1:18 pm	ИНСТИТУТ МЕХАНИКИ ВЕДЁТ ИССЛЕДОВАНИЯ ДЛЯ ИНЖЕНЕРНОЙ ПРАКТИКИ Институт механики – первое научное учреждение технического профиля Национальной академии наук Украины (НАНУ) – основан в Киеве в 1918 году. За все годы становления и развития деятельность Института была направлена на разработку фундаментальных проблем механики, подготовку высококвалифицированных научных кадров, обобщение результатов научных исследований и передачу их для инженерной практики, а также на участие в решении народнохозяйственных задач и укрепление обороноспособности страны. Универсальные средства испытаний, созданные опытным производством Института, с успехом работают на предприятиях при исследовании характеристик прочности материалов и элементов конструкций. Академик НАНУ Александр Гузь, возглавляющий Институт механики им. С.П. Тимошенко с 1976 года, отметил, что специфика механики как науки заключается в том, что она является одной из важнейших наук фундаментального характера, и в тоже время актуальность механики определяется значимостью для инженерного дела рассматриваемых сегодня проблем. В практической деятельности человека можно выделить, в частности, такие направления как механика космического полёта, строительная механика, биомеханика и механика человека. Результаты, полученные учёными Института, по механике композитов и нанокомпозитов признаны мировым научным сообществом, а изданная в 12 томах монография «Механика композитов» не имеет аналогов в мировой литературе по этому научному направлению. Гордостью сотрудников Института является также международный научный журнал «Прикладная механика», основанный в 1955 году. В настоящее время его выпускает издательство SPRINGER на английском языке как «International Applied Mechanics», и он входит в первую десятку 110 журналов по механике, издаваемых во всём мире. 2:42 pm	Zarya-MashProekt ships new equipment to Russian compressor station The Nikolaev-based enterprise Zarya-MashProekt has started shipping new equipment to the Russian compressor station Novourdomskaya, which is incorporated in the natural-gas pipeline system Ukhta-Torzhok. By July Zarya-MashProekt will supply the Russian station with four engines DU80. The capacity of Novourdomskaya totals 100 megawatts. The pipeline system Ukhta-Torzhok that includes the compressor station Novourdomskaya is designed to carry natural gas from the Yamal peninsula into the integrated gas supply system of Russia. 12:36 pm	Victory Day with thousands of flags flying in Moscow The Moscow municipal administration will spend more than 33 million rubles on the decoration of the Russian capital city with 15,000 flags to mark the Victory Day on May 9, namely the surrender of fascist Germany in 1945 that ended the Great Patriotic War won by the Soviet Union. As far as the traditional military parade is concerned, about 14,000 servicemen, tanks, armored personnel carriers and anti-aircraft systems, among others, are expected to rumble along the Red Square over the course of 45 minutes. It is important to note that the events of May 1945 are the heroic climax of the Great Patriotic War. (Comment on this)

1:49 pm	FTA within CIS is advantageous to Ukraine Prime minister Nikolai Azarov put forward the initiative to sign the agreement on a free trade area (FTA) within the Commonwealth of Independent States, which would be more advantageous to Ukraine. Valery Muntiyan, Ukrainian government representative in charge of cooperation with Russia, the CIS, the Eurasian Economic Community and other regional groupings, said that the Ministry of Economic Development and Trade developed the economico-mathematical model of results of the above agreement. According to the model, the volume of trade with the CIS may well rise by 35% and Ukraine’s GDP could increase by 2.5%. It is also important to note that the share of many CIS member countries in export to Europe is double Ukraine’s share. (Comment on this)

В частности, обсуждалась подготовка к проведению в Украине финальной части чемпионата Европы по футболу в июне, в которой примет участие и команда из России. По словам В. Захарченко, задача правоохранительных структур Украины и России состоит в своевременном обмене информацией о потенциально опасных болельщиках, возможных нарушителях общественного порядка и преступниках-«гастролёрах». Украинский министр также отметил позитивные результаты совместной работы по раскрытию преступлений, связанных с торговлей людьми и кражами автотранспорта. 1:42 pm	ДЕЛЬФИНАРИИ НАРУШАЮТ ЗАКОН О ЗАЩИТЕ ЖИВОТНЫХ ОТ ЖЕСТОКОГО ОБРАЩЕНИЯ Окружной административный суд Киева вынес решение об открытии судебного производства по иску Киевского эколого-культурного центра и «Экоправо-Киев» по делу столичного дельфинария «Немо». Экологи считают, что этот судебный процесс, в случае его положительного решения, может создать прецедент. В Украине массово, особенно в курортных регионах, открывают частные дельфинарии, куда дельфины попадают в основном с чёрного рынка, где их жизнь оценивается в 25 тысяч долларов. Содержание дельфинов в ограниченном пространстве, система тренировок, основанная на чувстве голода, постоянный стресс, шумовое загрязнение, недостаток движения и т.п. являются причиной преждевременной смерти животных. Экологи напоминают, что дельфины занесены в Красную книгу Украины и содержание их в дельфинариях противоречит статьям Закона Украины «О защите животных от жестокого обращения». Поэтому необходимо не открывать новые тюрьмы для животных, а закрывать существующие. (Comment on this)

2:57 pm	НА ЯРМАРКЕ В КИЕВО-ПЕЧЕРСКОЙ ЛАВРЕ СОБИРАЛИ СРЕДСТВА НА ЛЕЧЕНИЕ ТЯЖЕЛОБОЛЬНЫХ ДЕТЕЙ В Киево-Печерской Лавре с 10 апреля проходила благотворительная ярмарка «Пасхальная корзина», целью которой было собрать средства на лечение двух тяжелобольных мальчиков Влада Стефанишина и Александра Семенихина. На Соборной площади Лавры флористы провели мастер-классы по декорированию пасхальных корзинок. Мастера прикладного искусства преподали уроки «писанкарства», т.е. нанесения рисунков или узоров на яйца, а также витражной росписи. Посетители ярмарки имели возможность не только приобрести готовый товар, но и собственноручно создавать пасхальные шедевры. Украшением ярмарки стала 2,5-метровая цветочная писанка, для создания которой было использовано 7343 розы и 10 килограмм мха. (Comment on this)

1:17 pm	ВВП УКРАИНЫ УВЕЛИЧИТСЯ НА 2,5% БЛАГОДАРЯ БОЛЕЕ ТЕСНОМУ СОТРУДНИЧЕСТВУ В РАМКАХ СНГ Премьер-министр Николай Азаров инициировал подписание нового договора о зоне свободной торговли в рамках СНГ, который будет более выгодным Украине. По словам уполномоченного по вопросам сотрудничества с Россией, СНГ, ЕврАзЭС и другими региональными образованиями Валерия Мунтияна, Министерство экономического развития и торговли разработало экономично-математическую модель результатов такого договора, согласно которому объёмы торговли со странами СНГ могут возрасти на 35%, а ВВП Украины увеличится на 2,5%. В. Мунтиян считает, что более тесное сотрудничество Украины со структурами СНГ не помешает её европейской интеграции, т.к. на сегодняшний день рынки ЕС более открыты для стран Таможенного союза, чем для Украины. Sytin The Ukrainian Times Dmitry Rogozin, deputy prime minister of Russia in charge of the military-industrial complex, has been appointed, by a presidential decree, special representative to Transdniestria, the Russian-speaking breakaway bit of Moldova on the border with Ukraine. Today Russian troops one thousand strong are stationed in Transdniestria. At the same time, three military bases of the old and faulty NATO are deployed in Romania near the border with Moldova. In September 2011 Bucharest agreed to deploy the interceptor missiles on its territory that will become the part of an antimissile defense system in Europe. Although Russia and NATO agreed to cooperate on the project of the European antimissile defense system at the summit in Lisbon in 2010, negotiations have been stalemated because the United States refused to give guarantees that the system was not a threat to Moscow’s security. Incidentally, some analysts know how Russia could defeat the U.S. Easy, it could spook American lawmakers into spending more money, wasting more military resources and driving the nation into bankruptcy. In short, it could just wait. A senior official at the Kiev-based NATO Information and Documentation Center who spoke to The Ukrainian Times on the condition of anonymity said expenditure for the European antimissile defense system would cost the Western alliance the additional $2 billion or so in consideration of countermeasures taken by Russia. So, there is nothing so useless as doing efficiently that which should not be done at all. The more so, as today several NATO member countries – namely Portugal, Italy, Greece and Spain (or PIGS as the joke has it) – are like credit card junkies whose salaries are insufficient to reduce their high interest debts. European bank balance sheets contain more holes than some Swiss cheeses. (Comment on this)

На встрече с журналистами и украинскими субъектами туристического бизнеса они представили возможности литовского туризма. Директор Государственного департамента по туризму при Министерстве хозяйства Литвы Раймонда Балнене отметила в интервью The Ukrainian Times (http://www.twitter.com/ukrainiantimes), что туристическая отрасль занимает 4,3% от ВВП, и её доход составил 1,5 миллиарда евро в 2011 году. Это, по мнению госпожи Балнене, очень хорошие показатели для страны, площадь которой занимает 65000 квадратных километров с численностью населения порядка три миллиона человек. По данным Государственного департамента по туризму Литвы (http://www.tourism.lt), в прошлом году страну посетило на 89% украинских туристов больше, чем в 2010 году. Литовские курорты и современные спа-центры привлекают гостей широким ассортиментом и качеством услуг. 2:45 pm	Tourist operators develop direct contacts with Lithuanian partners The first tourist business mission led by Raymonda Balnene, director of the Tourism Department (http://www.tourism.lt) under the Economy Ministry of Lithuania, visited Kiev on March 27 to present tourist resources of the Baltic state. Representatives of the Lithuanian tourist industry showcased business opportunities as well as provided relevant information about regions of the Baltic country and recreation at its resorts. During the Fair of Contacts that took place at the Lithuanian Embassy in Kiev Ukrainian tourist operators were establishing business relations with Baltic partners. Data from the Tourism Department shows that the influx of Ukrainian tourists into Lithuania increased by 89% last year, compared with 2010. Ms. Balnene told The Ukrainian Times that the share of the tourist industry accounted for 4.3% of Lithuania’s GDP. “Tourism brought 1.5 billion euros in our country in 2011,” she said. 1:28 pm	Timoshenko accused of high treason By Vladimir V. Sytin The Ukrainian Times The 450-seat Supreme Council of Ukraine passed the decision by 266 on March 20 that the parliamentary committee of inquiry established signs of high treason committed by former prime minister Yulia Timoshenko during the conclusion of natural gas supply agreements between the Russian gas group Gazprom and the Ukraine’s state energy group Neftegaz in January 2009. According to the document, Timoshenko disguised the fact that her private companies owe a debt of $405.5 million to the Russian Defense Ministry and that she bribed officials of the ministry to overlook the debt. Recently, the chief investigating department of the SBU, the state security service, brought legal action against Yulia Timoshenko. Timoshenko is under the accusation that she has transferred the above debt to the national budget. Also, SBU brought the legal action against Pavel Lazarenko, a former prime minister from 1996-1997. In the middle 1990s Timoshenko, by then president of the private gas trading corporation United Energy Systems of Ukraine (UES), had entered into criminal collusion with Lazarenko to establish the commercial companies under their control that made settlements for Russian natural-gas supplies to Ukraine. In particular, these companies concluded fictitious contracts abroad and transferred funds to the private accounts of Timoshenko and Lazarenko instead of paying Russia for the gas supplies. In December 1996 Lazarenko, by then prime minister of Ukraine, gave Moscow the sovereign guaranties on behalf of the government: in case of debt to Gazprom for the gas supplied through UES, Kiev must meet its liabilities. Being well-informed about the sovereign guaranties, UES stopped the gas supplies to the Russian Defense Ministry in May 2000. In June 2011 the Russian Defense Ministry asked the Ukrainian Cabinet of Ministers to pay the debt of $405.5 million. According to Inna Bogoslovskaya, head of the parliamentary committee of inquiry, after the conclusion of gas supply agreements in 2009 Timoshenko attempted to write off the debt through the illegal liquidation of UES to conceal all traces of the crime and save her hide. As we have been telling our readers at The Ukrainian Times, Ms. Bogoslovskaya is compared to an aspen stake driven through the corrupt political corpse of Timoshenko. Justice prevails. At present, Timoshenko serves a sentence in the Kachanovskaya penal colony, which is based in the Kharkov region. On October 11, 2011 the Pechersk district court of Kiev sentenced her to seven years for exceeding her authority during the conclusion of the gas supply agreements between Gazprom and Neftegaz in 2009. In addition, the court passed a judgment of 1.516 billion hryvnias against Timoshenko, deciding in favor of Neftegaz that brought a civil action for damages against her. Under the 2009 deal, Neftegaz agreed to buy natural gas from Russia at $450 a thousand cubic meters starting 2010. At the same time, the fees Kiev charges to use its pipes that carry 80% of Gazprom’s exports across Ukraine to Western Europe remained at the rate of $1.7 a thousand cubic meters per 100 kilometers. Moreover, fettering terms deprive Ukraine of the possibility of annulling the gas supply agreements for a period of 10 years. Inna Bogoslovskaya said Timoshenko forged relevant directives and deceived former Neftegaz chairman Oleg Dubina into the belief that they were approved by the Cabinet of Ministers. As a result, he was duped into signing the unprofitable gas supply agreements under the threat of a dismissal. Importantly, Ms. Bogoslovskaya told the press that the 2009 deal had been annually inflicting losses on Ukraine in the amount of up to $5 billion. 2:11 pm	УРОВЕНЬ ТОРГОВОГО ОБОРОТА МЕЖДУ УКРАИНОЙ И РОССИЕЙ ПРЕВЫСИЛ ДОКРИЗИСНЫЙ ПОКАЗАТЕЛЬ Во время встречи Президента Украины Виктора Януковича с Председателем Правительства Российской Федерации Владимиром Путиным, которая состоялась в резиденции «Ново-Огарёво», было заявлено, что в ближайшее время состоится заседание украинско-российской Межгосударственной комиссии. На этом заседании, по мнению В. Януковича, необходимо принять решение относительно подготовленного пакета документов, которые помогут активизировать экономическое сотрудничество между двумя братскими странами. В свою очередь, В. Путин отметил, что на конец 2011 года уровень торгового оборота между Украиной и Россией составил 50 миллиардов долларов, превысив докризисный показатель 2008 года на 10 млрд. долларов. Он также предложил Президенту Украины синхронно с Президентом России Дмитрием Медведевым подписать закон о ратификации соглашения о зоне свободной торговли в рамках СНГ. (Comment on this)

12:56 pm	ПТИЦЕФАБРИКИ, ТОРГОВЫЕ СЕТИ ДОЛЖНЫ СНИЗИТЬ ЦЕНЫ НА КУРИНЫЕ ЯЙЦА Антимонопольный комитет рекомендовал 39 птицефабрикам и основным торговым сетям воздержаться от установления экономически необоснованных оптово-отпускных и розничных цен на куриные яйца в течение марта-апреля. О результатах рассмотрения рекомендаций компании должны оповестить Комитет в десятидневный срок. Соответствующие требования были выдвинуты таким компаниям как ООО «ЕКО», ООО «Метро Кэш энд Кэрри – Украина», ООО «Ашан Украина Гипермаркет» и другим. Эти меры направлены на обеспечение ценовой стабильности на рынке, в частности, в преддверии Пасхальных праздников. С начала года цены на куриные яйца значительно повысились, хотя, как показал экономический анализ, проведённый Комитетом, объективных причин для этого не было и нет. (Comment on this)
